In light of the regulations of the Third Plenum of the Seventeenth National Congress of the Communist Party on the rural land system and the practice after the reform and opening up，this article proposes a series of opinions on revision and improvement of China’s current land laws and regulations so as to uplift the ruling party’s ideology to national legal acts and enable the broad masses of farmers to share the fruits of industrialization and urbanization equitably and effectively in implementing the strategy of planning urban and rural development as a whole.
