In the knowledge economy era，the copyright industry is turning into a new growth point of the world economy，an important manifestation of a country’s soft power，as well as a significant symbol of the maturity of the culture industries. As a model of Institutional Civilization，copyright has changed the operation mode of traditional culture industries for its unique way of value creation，and has become a strategic resource of the knowledge economy. Beijing is striving to develop culture industries，accelerating the construction of advanced socialist culture city with Chinese characteristics. It is important to create an international “City of Copyright” and develop the copyright industry for the demonstrative effect of Beijing as the national cultural center and build a culture metropolis with great influence all over the world. Industrial background，conceptual connotation，evaluation criteria，planning ideas and other aspects for the construction of “City of Copyright” in Beijing are analyzed and interpreted in this article.
