Cluster development is an important way of improving industrial competitiveness，cultural & creative industrial cluster district of Beijing plays an essential part in cluster development in Beijing’s cultural & creative industries. However，in the recent years，many industrial cluster districts have encountered development bottleneck，limited the volume of industrial parks and serious homogenization become more and more intense. Considering the background，Beijing puts forward the strategic plan of planning and constructing the functional zone of cultural & creative industries. This paper analyses the change of cultural & creative industries from industrial cluster districts to functional zones in Beijing from the perspectives of ideal，space，industrial connections and industrial subject，then advocates suggestions of constructing functional zones of cultural & creative industries from different angles.
