Accession to the EU is the overriding matter put on the internal and external agenda of the Western Balkan countries except Slovenia. On the one hand, they are actively conducting domestic reforms in an attempt to create conditions necessary for entering the EU, while on the other, due to the internal instability, the reform process is slow and their EU accession filled with uncertainties and setbacks. Nevertheless, progresses have been made in some of the Western Balkan countries.
