This report comprehensively reviews the legal development of the EU with respect to secondary legislation as well as the case law of the European Courts between September 2010 and September 2011. During this period, progresses have been achieved composed mainly of, (1) two Regulations adopted implementing the innovative measures in the Lisbon Treaty; (2) establishment of new financial supervisory bodies to strengthen monitoring on financial institutes; (3) more attention attached to environment protection and the security of energy supply; (4) continuous efforts to improve internal market regulation; (5) reinforced cooperation on taxation supervision between the Member States; (6) regulations and directives adopted to protect the passengers' rights; and (7) further development in the area of Freedom, Security and Justice. With respect to the case law, the European Courts have delivered a number of judgments and interpreted some of the legal points, but few influential decisions have been made.
