The 18th Congress of CCP proposed to strengthen society-building in the improvement of people's livelihood and innovative social management, and strengthen people's organizations' responsibilities in the social management and services, and guide the healthy and orderly development of social organization, and give full play to the basic role of the masses to participate in social management. This shows that the ruling party have been fully aware of the significance of social organizations and mass participation; on the other hand is also a response to the social forces of the autonomy of the last decade growing. This article will be based on 92 survey data in the Beijing from Civil Society Research Center of the Chinese University of Hong Kong "mainland civil society organizations database", as well as the field surveys I have done in recent years to describe and analyze the living conditions of the grass-roots social organizations in Beijing. <<
