Forty observers at the provincial level carry on the key observation and investigation at the entire province at ten sites on the ninth villagers committee election at expiration of office terms in Anhui Province. First，we observe the conditions emphatically about the selection of the villager electoral committee，registration of voters，nomination of candidates and voting；second，we summarize the experiences and achievements of the ninth villagers committee election at expiration of office terms and the province’s implementation of the “three systems” reform especially，analyze the existing problems and put forward the corresponding perfect countermeasures；finally，we propose to carry out overall research for the implementation situation of “three systems” reform，we also suggest conducting special investigation and study for the relations between the village “two committees” in the villager committee election at expiration of office terms，the cost of election，village election condition of different types，the education and training of rural reserve cadres and young cadres，the implementation of the electronic voting and counting system，the electronic data construction of grassroots election and so on.
