公平和质量问题是学前教育发展过程中需要解决的两个重大问题,学前教育第一期三年行动计划已经结束,哪些成果体现了公平和有质量?还存在哪些问题需要解决?从2014年起,国家开始启动学前教育第二期三年行动计划,一些新的政策开始颁布,一些重大项目继续实施。但是,要保障全体幼儿都能接受到公平而有质量的学前教育,使国家学前教育政策的落实不走样,还需要在实践中不断继续探索。
<<Equity and quality are two major issues for the development of pre-school education. With the closing of the first round three-year-project for pre-school education development,it was necessary to look into what outcomes have been achieved in terms of equity and quality improvement and what problems remain to be dealt with. In 2014,China launched the second round three-year-project for pre-school education development,with new policies issued and key projects kept implemented. How to make sure that all the children can receive equal and qualified pre-school education,and that the new policies can be well implemented,are the issues that need to be continuously investigated in practice.
