In 2014，Beijing Municipal Government launched a series of new policies on admission to public junior high schools. In contrast to previous years，these policies were strictly implemented and achieved initial results. Through systematic analysis of policy documents and data collected from the related surveys at Beijing City and each district and county，a “New Normal” of no-exam and principle of proximity based compulsory education in Beijing was visualized. Some recommendations were brought out on further promoting the reform for an equal，transparent，balanced，qualified，diverse and innovative compulsory education.
