The transformation of local undergraduate colleges and universities was vital to the structural optimization of higher education. Recently，some undergraduate colleges and universities were encouraged to reshape themselves into applied technology ones to establish the modern vocational education system of China. However，the new policy could not reflect the actual situation of local universities and had serious administrative tendency. By analyzing the present situation of Chinese higher education and the new classification trends of international higher education，it was suggested that the blueprint of vocational education and higher education should be reconstructed. Therefore a three-component system “Academic-Professional-Vocational” was put forward to promote the development of local universities.
