With the connotation of New Urbanization which emphasizes the coordination development of population，industry and environment，this article firstly analyzes the three elements’ progress and characteristics from 2004 in Wuling Mountain Area respectively. The results showed that，as a whole，Wuling Mountain Area is now in the stage of rapid urbanization although the urbanization levels are obviously differences among the sub-areas，and the urbanization quality is poor which showed as the degrees of urbanization and economy development are not match，industrialization’s driving force is weak，urban system is not reasonable，the coupling and coordinating degrees of population，industry and environment in the urbanization process are not high. Then，the author focuses on the cold and hot regions of urbanization，spatial trend and the evolution tendency of the function index，economic linkage and industrial division between key cities with spatial analysis tools of GIS. Lastly，the urbanization strategy and implementation scheme which covered the whole breakthrough of edge-locking strategy and the related industrialization，spatial innovation and population transfer strategies was proposed through the SWOT analysis which has taken the plan of poverty alleviation and regional development of Wuling Mountain Area into account.
