人力资源是促进经济发展,助推转型升级的“第一资源”,是一个国家或地区经济可持续发展的关键。近年来,济源市在以人力资源升级推动经济转型发展方面已有一些成功的实践与探索。尤其是在经济发展进入新常态的背景下,济源市仍需继续坚持以人力资源增量带动结构优化,以科技创新促进产业升级的发展战略。基于此,本文提出今后一个时期济源市应从加大高层次人才引进力度、创新人才培养模式、加强科技服务平台建设、健全考核评价机制和加快信息化建设步伐五个方面优化人力资源升级,实现经济可持续发展。
<<Human resources,as a significant factor in the sustainable development of regional and national economy,become the “first resource” of economic development and economic transition. In recent years,the studies on the supporting of human resource development to economic transition in Jiyuan city have been some successful practices and explorations. However,when the economy enters the “New Normal”,we should continue to insist on economic structure optimization supported by human resources development,and industrial upgrading improved by technological innovation. Therefore,in the paper,in order to achieve economic sustainable development,we propose to strengthen work of talents introduction,innovate work of talents cultivation,strengthen construction of science and technology service platform,perfect the assessment and evaluate mechanism and speed up the pace of informatization construction in Jiyuan city.
