In recent years，the Government of Bazhong City，Sichuan Province，by basing itself on the actual situation in the backward old revolutionary base area，facing up to the difficulties and problems in the construction of the rule of law in these backward areas，and adhering the principle of “taking high starting point in the construction of the rule of law even in backward areas”，has carried out explorations and experimentations in constructing the rule of law in such fields as ruling the country by law，administration by law，fair administration of justice，social law and ensuring observance of law by all citizens. This report investigates and comprehensively summarizes these lively explorations and experimentations and analyzes the reasons for their success from the perspectives of the Party’s leadership，people-oriented strategy，breakthrough at key points，and institutional building.
