Chengdu is an important central city in the central and western region of China and legal service is a necessary element of economic and social development as well as an important content of the construction of the rule of law. The City of Chengdu bears the historical mission of establishing a Legal Service Centre of Western Region compatible with the city’s status as a core economic growth pole in the western region and an international metropolis. The City plans to take three years to establish an advanced legal service system that covers a complete range of services complemented by high-end supporting businesses，offers public legal services with generalized preference，and provides advanced institutional and systematic safeguards. By 2020，the city will be built into an enrichment area of high-end legal service industry，an area of public legal service with generalized preference，a demonstration area of the rule-of-law culture，and a pilot management and service area with competitive advantage in the country，leading advantage in western region and primary advantage in the Province.
