To solve various problems encountered in grassroots democratic management，the Government of Zhongjiang County，Deyang City took the improvement of village regulations and villagers’ pledges as an important means of innovative social management and implementation of the policy of ruling the county by law，and created the “six-step work method” of “strengthening of leadership and supervision，extensive publicity and mobilization，careful drafting，repeated solicitation of opinions，voting and putting on record in accordance with law，and conscientious implementation”，thereby increasing the acceptability，operability，binding force and vitality of village regulations and villagers’ pledges，enabling them to play a positive role in promoting local economic development，social stability and harmony，and improvement of social morality，and effectively raising the level of village governance. In the future，the county government will continue the work of revising and improving village regulations and villagers’ pledges，intensify publicity，and expand the coverage of village regulations and villagers’ pledges to neighborhoods （and courtyards），so as to realize the organic unity between grassroots democratic management and ruling the county by law.
