This report summarizes the progresses made by the Government of Sichuan Province in improving institutions and mechanisms of administration by law，deepening the reform on the administrative approval system，regulating the administrative power in ten major fields，establishing the government legal advisory system，implementing the system of list of administrative power，regulating the discretional power in administrative law enforcement，implementing the open decision-making system，strengthening the work of sorting out and reviewing normative documents，innovating administrative reconsideration and administrative mediation work，and exploring the system of third-party evaluation of administration by law，analyzes the difficulties and problems currently faced by the government in administration by law，and looks into the future prospect of implementing administration by law in the province.
