In recent years，with the accelerated process of population aging in Hangzhou and the weakening of the function of family pension，the number of empty-nest families continues to increase and the problems of the home care for the aged in empty-nest families are paid more attention by the society. Social problems caused by the worsening living conditions of the aged are continuously emerging，therefore，there is an urgent need for the government and care service institutions for the aged to solve such problems. Accordingly，the home care service for the aged has been providing in Hangzhou in recent years by setting up community home care service stations，building dining rooms and nursing homes. Thus，the care service system for the aged has been built up in Hangzhou with the home care service as the basis，the community care service as the support，other nursing institutions as the complement and the government’s fund as the backing. However，due to the peculiarities of empty-nest families，there are still some problems which include the lack of enthusiasm for home care service，limited scope of service，the lack of facilities，the lack of professional employees，the lack of pension and the lack of cooperation among care service institutions. Through investigation and research，this paper points out that it is very important for upgrading the level of home care service for the aged in Hangzhou by providing more kinds of care services and more care facilities in communities，training more professional employees，expanding sources of funds and improving the efficiency of government’s management regarding this aspect.
