In Henan，with the accelerating pace of urbanization，the household registration reform increases the population flow in Henan and attracts the immigration from the other provinces as well. The involved departments borrow the experience of other provinces，carry out exploration and put forward reforms. Although these efforts produce great progress，there is still a gap with the practical demand. How to innovatively deal well with the floating population has become a serious task for the government and the involved departments. This paper begins with the current situation and trend of floating population in Henan，and analyzes the difficulties and problems emerged in the management. The innovative management is discussed in this paper.
