This article gave a clear thought that the building of government’s risk management capability was play the main role in the society in risk management. The government’s risk management capability centralized reflection of emergency capability，processing capacity and control capacity. This research analyzed government’s risk management action based on the risk event of Henan Province in 2014，and concluded that risk warning capacity，emergency treatment capacity and compound decision capacity were government’s ability factors. At last，the article gave countermeasures and suggestions to the building of government’s risk management capability to prevent and solve social risk events.
