In the overlap period of a society full of risks and a network society，frequent network public opinion events are considered normal. Some changes have taken place in the network public opinion environment in 2014，and the number of public opinion events does not reduce. The focus of network public opinion is still on those events related to government officers and politics. Environment pollution becomes a sensitive issue causing discontents of people. Although Internet public opinion events are some individual cases，they reflect “the cognitive differences between people and the government”；institutions being sluggish；appealing channels impeded and so on. The guidance and management of network public opinion is not the official control of people，but the co-governance of the official and the people. The basic concepts and principles of public guidance and network governance are eliminating private opinions and private interests attached to the event；presetting position；considering something as it stands；making rational interaction；and highlighting the right and wrong.
