本文采取实证分析的方法，对河南省社会保障财政供给体制现状进行认真分析，总结了社会保障供给的发展成果，比较分析了社会保障财政支出水平。本文研究发现，河南省社会保障财政供给体制存在的主要问题是缺乏财政支持社会保障发展的常态化机制、缺乏财政对社会保险的支出结构和支出额度的合理化机制、缺乏健全的社会保障财政支出的监督制约机制，并针对这些问题提出了相应的意见建议。
<<Through the method of empirical analysis，we analyze the financial supply in social security system of Henan Province，summarize the benenficial results of social security development，compare financial parts of social security expenditure level within Henan province. We find that the major problems of financial supply in social security system of Henan Province main problems include：①the lack of financial support for development of the social security to build a normalization mechanism，②the lack of financial support for social insurance expenditure structure to build a rationalization mechanism，and③the lack of supervision in financial expenditure of social security system of Henan province. Finally，We put forward corresponding suggestions to solve these these problems.
