自2008年汶川特大地震以来,四川省的社会发展走过不平常的六年,社会建设取得巨大的成绩。一是民生投入的长足进步,推进了城乡统筹进一步发展,为新常态下的新型城镇化建设夯实了基础;二是政府职能的转变,使传统政府职能从“管理”向“服务”迈进;三是城乡基层社区治理成为社会建设和社会治理体系创新中的着力点,在治理体系和参与主体上正在形成政府主导、社会组织与公众协同参与的多元治理模式。四川省社会发展取得的成就,既是全省社会建设和社会发展的迫切要求,也是从中央到地方一系列保障和创新政策推进的结果。同时,四川省社会建设和社会发展仍然面临着一系列挑战,包括农村劳动力人口进一步转移带来的就业、公共服务和基本权益保障的压力,重大企业带来的环境治理和社会稳定风险,省内各区域经济和社会发展不平衡、不协调的问题,民生发展投入总量和持续投入增长不足的问题,省内民族地区面临的社会稳定问题等。因此,基于省情的社会治理体制创新,特别是加快转变政府职能和创新城乡基层社区治理体系,是进一步推进四川省社会建设和社会发展的重中之重。
<<In the past 6 years after Wenchuan Giant Earthquake in 2008,Sichuan Province got its numerous achievements on social construction and social development. Firstly,public welfare improved hugely,which facilitated the process of urban-rural integration,and established the solid foundation for New-urbanization in the New Normalcy. Secondly,government’s functions launched to transform,forging ahead from Control to Service;Thirdly,the grass-root community was penetrated to kick-off social governance innovation,which started the exploring of participatory governance mode. Those achievements are not only reached from the pressing of local social development,but also caused by series of supported policies from centre to provincial levels. On the other hand,there are still a lot of challenges placed on the way,the quicken steps of urbanization and labor migration bring huge press to employment,public welfare and basic right and interests of labors;the construction of key enterprise and factory bring risks to environment and social stabilization;different levels of development among each areas bring inequality and inharmonious within province;the input and increase on social public welfare are still limited;Ethnic community are still facing the risky of social stabilization,and so on. For this end,to innovate the social governance system,especially to further transform government’s function and to establish grass-root community-based governance system,will take the most important part in the future social construction in Sichuan province.
