The poverty population of “San Shan Yi Tan” area accounts for nearly 60% of Henan province poverty people，this area has become the short slab in building a well-off society in a round way，so we must exert poverty alleviation fast. The poverty alleviation difficulties of “San Shan Yi Tan” performs as follows，the concept of workers is conservative and backward outside，the capital investment is insufficient，the infrastructure construction is outmoded，the farmer income level is low，the base of industry development is fragile，the ecological environment is unique，but the protection cost is high. In order to solve these problems，we need to innovate the poverty alleviation mechanism，includes innovating talent poverty alleviation mechanism，enlarging capital investment，innovating capital usage mechanism，innovating industry poverty alleviation，building new agricultural management mechanism，innovating target selection mechanism，innovating social security mechanism，transforming the cadre assessment mechanism，and innovating ecology compensation mechanism，finally makes “San Shan Yi Tan” area get rid of poverty and achieve prosperity.
