It is a must follow way for such a major agriculture province as Henan to develop modern agriculture socialization service. But seeing from current practical situation，although it is developing rather pleasing，there do exist such problems as the multilevel organizational carrier being not really growing，its consciousness of service being not really set up. Moreover，there are surface reasons like less attention and inadequate investment and deep reasons like obscure knowing and unsure policy inducement. Thus，to promote modern agricultural social service development，the whole province should firmly establish the scientific cognition and comprehensive reform of the investment system of countermeasures to development of modern agricultural social service.
