Agro-industry has grown to be the pillar industries in Henan province. However，the agro-industry’s industrial concentration in Henan is not high，and the degree of development of industrial clusters is lower. Also，the agricultural products’ deep processing capacity needs to be improved. Henan’s agro-industry wants to grow stronger，we must turn our eyes from the traditional resource-based development model，which is focus on the “agriculture-based”，to the new industrialization，the industrial restructuring and upgrading.
