Since the national food strategy construction engineering the core area of Henan officially started in 2009，Henan has achieved the “eleven even increase”，the income of the farmers “eleven even faster” because of the promotion of a series of initiatives continue to promote high yield creating，development of agriculture industry cluster. But also faced some difficult problems such as more difficult of continuing to increase production and income，tightener of constraints on resources and environmental，and the marked gap between reality and expected target. To effectively promote the construction of the grain-production core areas in Henan，we must strengthen the benefit compensation，perfect the market regulation，deepen the reform and innovation，promote the synchronization of four modernizations.
