Under the national cultural industry development background，Chengdu had made progress in the Culture City strategy. Faced with the opportunities and challenges，Chengdu cultural development requires not only the “first city” of self-confidence，but also needs to have a realistic idea of liberation and resolute action. On the basis of ideological emancipation，Chengdu need to support cultural transformation and upgrading，at the same time，Chengdu innovate culture services，improve the urban cultural system，continue to promote the cultural projects，and improve the policy indemnification.
