This article conducts observation，verification，and statistical analysis of the situations of implementation of the system of active disclosure of government information by various ministries and commissions under the State Council and the governments of various provinces and relatively large cities during the past five consecutive years and，on the basis of such analysis，examines the existing problems in the current system of active disclosure of government information，summarizes the causes of these problems and puts forward suggestions on improving the system，including adopting higher-level laws，strengthening institutional construction，and elaborating on the relevant standards.
