建设节约型城市，是河南省根据新型城镇化建设的新要求提出的重大城市发展战略目标。从节约型城市的内涵和内容出发，本文对河南省建设节约型城市的现状和面临的主要问题进行了深入分析，进而系统地提出了加强节约型城市建设的对策建议，从而为河南省建设节约型城市决策提供科学服务。
<<It is one of the great goals for Henan Province to construct resource-saving cities，which adapts to the new demand of new urbanization. Based on the analysis of resource-saving city’s connotation and main content，this paper deeply analyzes the status and main problems in building the resource-saving cities and at last provides several pieces of suggestion to enhance the construction of the resource-saving cities，in order for Henan Province to make decisions on resource-saving cities’ construction.
