It is significant to endow more land property rights to farmers，which will promote agricultural population to divert to citizens，break the dual structure between urban and rural areas，create and improve land management. This research analyzed the existing situation and problems about farmers’ land property rights in the process of new urbanization，concluded the influencial factors of restricting the implementation of farmers’ land property rights systematically，and finally put forward several policy suggestions for Henan Province to endow more land property rights to farmers in the process of new urbanization.
