土地是最重要的生产要素之一。长期以来,土地要素市场在城乡之间发展不平衡、不统一,集体建设用地产权不明晰、权能不完整,阻碍了城乡统筹发展。党的十八届三中全会提出,要建立城乡统一的建设用地市场。河南是一个农业大省,城镇化正处在快速发展阶段,构建城乡统一的建设用地市场,可以推动农村建设用地规范化流转,对河南新型工业化、新型城镇化和农业现代化发展具有重要的现实意义。本文分析了河南构建城乡统一建设用地市场的必要性及土地市场存在的问题,在此基础上提出了河南建立城乡统一建设用地市场的路径设计,以期为河南构建城乡统一的建设用地市场这一重要土地制度改革的深化研究和贯彻落实起到参考借鉴作用。
<<Land is one of the most important factor of production. For a long time,imbalance of development of land market between urban and rural areas,and unclear property right of collective land of construction,impede balancing rural and urban development. It was put forward in third session of the 18th CPC central committee that we should build a unified land market of urban and rural construction. Henan is a big agricultural province,where urbanization is in a stage of rapid development. A unified land market of urban and rural construction can promote standardization of circulation of rural construction land. This paper analyzes the necessity and problems of building a unified land market of urban and rural construction in Henan province and proposed relative countermeasures and suggestions.
