It is the primary task to build a new type of urbanization in the current and future condition to advance citizenlization of migrant workers，and gradually to transfer farmers who meet the conditions of urban residents. And it is also a major direction of orderly population urbanization in Henan province，which is characterized as agricultural central province with big population. Till now，the rate of urbanization in Henan province is increasing，and the quality and level are improved significantly. However，there are also many problems existing，such as shortage of cost sharing subjects，static cost structure，and imperfect cost sharing mechanism. Therefore，in the paper we propose the principles of improving the cost sharing mechanism for citizenlization of migrant workers in Henan province such as adhering to equity and efficiency，establishing classification，and shaping the model of multi-subject and dynamic coordination.
