北极国家对中国参与北极事务予以密切关注。通过近年来国外学者针对中国参与北极事务所发布的三份较有影响的研究报告可以看出，国外学者对中国参与北极事务的态度比较集中地表现为“恐慌论”与“机会论”。针对“恐慌论”的一些无视事实的言论，中国必须予以驳斥。中国在积极地、多渠道地参与北极事务，加强北极问题研究，促进国际交流的基础上，应向世界明示中国在北极事务中的参与有利于北极地区的有效治理。
<<Arctic countries have been keeping a close eye on China’s coming to the Arctic. Based on three recent reports on China and the Arctic，foreigner’s interpretations can be generalized into alarm or opportunity regarding to China’s coming to the Arctic. For those alarming arguments regardless of facts，China must find a way to respond. China is contributing actively to Arctic affairs through multichannels. China should show to the world that China’s coming to the Arctic based on China’s Arctic research and international communication is beneficial for effective governance in the Arctic.
