The construction Pilot Free Trade Zone（PFTZ）is an important measure to promote reform and expand open of China. It is also a historical opportunity for transformation development of Shanghai，a good opportunity to enhance the level of “four center” core functional area of Pudong District. The main functions of the PFTZ are enhancing the headquarters economy，pushing up international trade function，cultivating the international financial services，developping international shipping and logistics functions，as well as the expansion of other productive service function. The first anniversary of PFTZ operation has made greatachievements，but something must be done to promote the development of PFTZ，such as improving the attractiveness of headquarters，changing trade development mode，opening financial innovation field，enhancing shipping service function.
