Currently，reform deepening and wider opening is the main theme of the new government’s policy. The Communique of the Third Plenary of 18th CPC Central Committee proposed to accelerate the implementation of Free Trade Area strategy. The pilot construction of Shanghai Free Trade Zone and the implementation of “One Belt and One Road” strategy indicate that China’s opening-up has entered a new era represented by free trade areas construction. To give full play to border cities’ advantages in tourism development，reduce barriers to cross-border tourism services and trade，implement special policies such as mutual exemption of tourist visa，free currency swap，free passage of motor vehicles，free flow of goods，would be of great significance to expand the opening to the outside world and narrow the gap between the eastern and western regions.
