The urban underground pipeline construction scale and level enhances unceasingly，the subsequent problems and accidents is also increasing. Strengthening the management of urban underground pipeline have become an important urban management work. Industry management work can be combined closely with the government，intermediary and enterprises，respectively，to carry out the underground pipeline supervision and management responsibility. But China’s underground pipeline industry management still exist such problems as narrow range and the function of the industry association limited. To ensure safe and reliable operation of the urban underground pipeline，the government sector management departments should give full play to its function such as the planning，organization，coordination，control policy and supervision. And industry associations should give full play to the self-discipline management and its other functions.
