According to Guidance of State Council on Reforming and Improving Food and Drug Supervision and Management System by Local Government “（No 18 Document in 2013 of the State Council），the Beijing Municipal Committee and Municipal Government focus on the core functions as the capital and its own characteristics，through repeated research and making decisions prudently，and then new food and drug supervision system with “combination of government and the people” and “fully supervision” have been deigned. This system has changed the supervision mode from supervision in many sectors to a unified supervision，taking the lead to accomplish the reform task of the food and drug supervision system in the whole country. As a result，the unified，authoritative，efficient supervision system has been preliminarily taken shape in Beijing which can provide important safeguards for the capital residents with respect to food and drug safety.
