This report analyzes the formation of New York’s central business districts through industrial conglomeration and its structure，regional conglomeration and diffusion，governmental management，and puts forward some experiences which is valuable for Chinese cities when planning and developing CBD. The experiences include that：（1） To be conducted by economic laws and to develop naturally，while optimizing resources over different regions. （2） The variation of industrial structure. （3） The balancing development of economic，social and cultural，and ecological elements. （4） Sound contribution of an effective government and no overdoing.
