人才是CBD的活力之源。作为引领CBD经济创新发展的最关键资源,本文重点分析曼哈顿、新宿以及香港中环等国际知名CBD吸引高端人才的成功经验和有效做法,创造性地提出将人才分成主导型、辅助型和管理协调型三种类型,并以北京CBD作为案例,通过大量的样本数据进行分析,提出了影响CBD人才聚集的因素,并就这些影响因素的重要性进行排序。另外,从产业环境、社会环境和人才环境三大方面,对人才聚集的因素进行分析,最后提出了吸引高端人才的具体手段及政策,对我国CBD人才发展具有一定的指导意义。
<<Talents are the source of vitality for the Central Business District (CBD). Given that talents are the most critical resources to the CBD’s innovation and its economic development,this chapter focuses on analysis the successful experiences and effective practices in attracting the high-end talents in the case of Manhattan,Shinjuku,Hong Kong and some other world-wide top CBDs. This chapter creatively classifies the talent resource into three types:leading,support and management coordination,by taking Beijing CBD as an example. A large number of data were analyzed to figure out the factors influencing the CBD talent aggregation,as well as ranks the importance of these factors according to three aspects — the industry environment,social environment and talent environment. In the end of this chapter,some specific measures and policies are presented to perform a certain guiding significance in the talent resource development of Chinese CBDs.
