The paper sorts out the produce，development，characteristics，function and meaning of the community welfare plan in Japan. Based on which，the paper analyses the official survey data by Japanese Ministry of health，labor（equivalent to the Ministry of civil affairs in China），in order to discover the current situation of community welfare plan formulating and implementing. It focuses on the community welfare plan practice formulated by government，the social welfare association，and explores the methods of multilateral cooperation to develop the community welfare plan，to provide reference for promoting the Chinese community welfare innovation.
