With the increase of aging population in cities of China，more and more social organizations begin to provide specific service for the elderly in different projects funded by governments. Based on the field work in a sub district named Pengpu Xincun in the Zhabei district in Shanghai，this article introduces the operating practice，effects，and problems of some community service projects for the elderly since 2010. The author argues that the way of operating of community services project have advantages in some aspects，but there are some problems too. This kind of project can only serve limited old people，can’t meet people’s true needs well，and is hard to play a long-term role. Then，some concerned policy proposal are put forward to optimize the operation of community services project for the elderly.
