The structure of Chinese urban basic-level management system is experiencing historical reformation. Subdistrict offices in the cities of Guiyang，Tongling，Daqing and Liaoyuan were revoked，while managers of community in Beijing，Huaihai street（Nanjing），Fushanhou community（Qingdao）and Weifang street（Shanghai）attempted to make governments administrate residents’ committees directly. This article made preliminary conclusion about status，challenges，problems，and prospects of these basic-level management system reforming experiments，exploring the comprehensive frameworks the transitions left，probing flows and disadvantages，and also，provide corresponding countermeasures and suggestions.
