本文描述了欧洲普遍的移民政策中关于居留许可和工作许可的规定,以及户口改革中所采用的积分制度。前者是欧盟和成员国主要采用的以工作为担保的技术移民政策,后者是中国的地方政府所采用的用于引进国内人才的积分评估体系。笔者认为,建设中国的技术移民制度可以借鉴两者经验。当前,中国技术移民制度建设的关键在于评估机制的建立、宏观和微观劳动力市场分析的结合以及独立型和担保型技术移民政策的结合。
<<This paper investigates the policies and regulations on residence and work permits employed by the European Union migration system,as well as the points system,which has been adopted in reforming the Chinese Hukou. The former category is related to the work and skill labor migration policies commonly used by the European Union and its member states to recruit highly qualified individuals to work in Europe. The latter is an instrument to attract domestic talent through a points evaluation applied by local Chinese Governments. I argue that both foreign and domestic approaches serve as useful reference points in building China’s skilled migration system. Constructing a skilled migration system requires an evaluation mechanism,combined macro-and micro-labor market analysis,as well as an integrated migration policy encompassing both independent and skilled denominated migration policies.
