Zhong county library of Chongqing referred to the compiling method of class syllabus in education system and arranged the service activities of the year as a whole，setting up a free opening service calendar system. The calendar system represented the leading role of Zhong county library in free opening service；planed the library service resources in the whole city；promoted the institutionalization，standardization，and normalization of the primary-level public cultural service；and achieved the goal that all the citizens enjoy the free and equal service.
