Qufu cultural center is a national first-level cultural center and an important part of Qufu public cultural service system.In the past five years，with the increase of fund investment and expense，relevant activities increase by years. The center enhanced the protection of intangible cultural heritage；changed “bring scientific and literacy knowledge and offer medical service to rural areas” into “frequent going to the rural areas”；and enriched people’s cultural life in both urban and rural areas. Generally speaking，shortage of fund，lack of professionals，and unsound management system are the main factors that restrict the center’s development. In allusion to the existing problems，based on the local cultural characteristics，and given local people’s realistic cultural demand，the center standardize cultural voluntary activities，reinforce primary-level cultural construction and make the culture truly benefit people.
