Libraries form an important part of modern society and provide crucial cultural support for local development. Modern libraries should put efforts to the team building；co-construct and share social information resource；integrate in to society，and make the service available to maximum extent；build platform and play the role of education. Under the guidance of new concept，modern libraries will present new service modes，such as open to the public for free，provide more available service，follow digitization tendency，and emphasize culture study.
