Since the concept was officially proposed in 5th Plenary Session of the 16th Central Committee of the CPC in 2005，the construction of public cultural service system has become an important part of national cultural strategy. Currently，national framework and network of public cultural service system has taken shape and with the further advance of comprehensively deepening reform，it will develop from “complete coverage” construction phrase to “connotative development phrase”. With the 3rd Plenary Session of the 18th Central Committee of the CPC proposed a brand new epochal topic of constructing modern public cultural service system，modernity becomes the basic objective and strategic task of our country’s public cultural service system and public cultural service system will embrace a new opportunity for development.
