Public cultural policy is the fundamental source of motivation for national public cultural development. Currently，our country’s public cultural policy system has gone through a process from establishment to gradual improvement，and has stepped into a new stage of system building. Observing and analyzing the public cultural policy effects from the perspective of national experimental bases for public cultural policy research is an important way of inspecting public cultural effects. The development of national experimental bases for public cultural policy research in recent years indicates that national cultural policy plays an important role in promoting the development of public culture. However，there still exists deficiency in policy coverage，standardization，equalization，policy implementation and fund guarantee. The elementary path for deepening cultural system reform and improve public cultural service efficiency is to strengthen legislation，establish and perfect public culture performance evaluation mechanism，improve fiscal guarantee standard and mode.
