“大调解”是我国各地在社会转型时期矛盾纠纷易发、高发、突发的形势下,在传统调解手段基础上探索创新的社会治理举措,为预防化解矛盾纠纷、维护社会和谐稳定、保障经济社会又好又快发展发挥了极其重大的作用。“大调解”的发展历程已逾10年,在基层社会治理中展现出勃勃生机。但由于各地发展模式不一,成效也存在较大差异,其发展方向、发展方式,以及能否形成统一的发展模式等问题都值得深入研究。四川省是全国“大调解”工作体系创新实践的重要地区,眉山市作为四川省“大调解”工作体系的发源地和样板市,始终坚持探索创新,不断取得新突破,在全省、全国产生了重大影响。本文结合眉山的生动实践,就新形势下推动“大调解”工作规范、常态、科学发展进行反思和提出建议,对于理论发展和实务创新都具有十分重大的意义。
<<“Big Mediation” is one of the social governance initiatives explored and innovated on the basis of traditional mediation to prevent and solve disputes,maintain social harmony and stability,guarantee the good and fast development of economy and society. “Big Mediation” has been introduced and developed for over ten years and has shown great vitality in local governance. Nevertheless,due to difference in development modes and effectiveness in various areas,issues such as the development directions,modes,and whether unified development mode can be formed are worthy of in-depth studies. Sichuan Province is a key region for innovative practices of “Big Mediation” work system in China,and Meishan has been selected as the birthplace and model city of the “Big Mediation“work system of Sichuan Province. It always adheres to exploring and innovating,continuously achieve new breakthroughs and have significant impact in the Province and the country. Reflection and suggestions on promoting the work norms and scientific development of “Big Mediation” under the new circumstances in combination with the lively practices in Meishan is vital to theoretical development and practical innovation.
