First, the status of Chinese rural labor transfer employment is introduced. Secondly, the evolution of Chinese employment system from separated urban-rural to balanced urban-rural is reviewed, and the effects on urban employment of rural labor are analyzed. It pointed out that only a unified labor market and urban-rural employment equity can guarantee the implementation of the development strategy of urban-rural integration. It would be truly to improve the labor competition ability as a whole, to accelerate economic development, and to promote urban and rural coordination. Then, the paper probes into the problems faced in the construction of urban-rural integration employment mechanism, such as the quality of rural transfer labor cannot meet the market demand, employment services and labor rights protection system should be perfected, and the matching comprehensive reform, etc. Finally, some countermeasures and suggestions for the construction of unified fair employment system are proposed in term of employment management, entrepreneurship support, occupation training, labor and social security, public services.
